Decarbonisation and Energy Efficiency Frameworks

We provide asset management and retrofit services for some of the UK’s largest social housing providers including housing associations and local authorities. However, in an effort to help local communities to benefit from economies of scale, we also undertake works for private households and residential landlords.

PAS - Our Approach

SBS has delivered large-scale energy-efficiency retrofit projects UK-wide, nearly all of them to PAS2030:2019/ PAS2035:2019. We adopt PAS-compliant processes and requirements as standard, even on ‘non-PAS’ schemes.

We were one of the UK’s first PAS2030 Trustmark-certified installers and have delivered large-scale projects under the Social Housing Decarbonisation Fund (SHDF) Demonstrator / Wave 1, Local Authority Delivery (LAD) Phases 1/2/3, HUG1, plus ERDF and client-funded schemes.

The PAS 2035 standard provides a framework for equipping homes with energy efficiency retrofit measures that are appropriate and effective.

Working in tandem with the Trustmark scheme, it provides consumers and registered social housing providers with confidence that retrofit works will be designed and delivered to recognised specifications and by companies that meet certain minimum standards.

All our processes and operations are aligned to the principles embodied by PAS 2035, earning us a reputation for zero-defect delivery.

Stakeholder Collaboration

It’s important that all project stakeholders know the expected outcomes and have a clear, team-wide idea of how those outcomes will be achieved at the earliest possible stage. This is key to ensuring that funding is maximised, budgets are used effectively, and that the greatest numbers of households benefit from the works.

Too often, since the introduction of the PAS standards, a lack of clarity on the part of inexperienced stakeholder teams has led to an under-estimation of costs and timescales. This is because the groups involved haven’t been familiar with the demands of the process, nor how to deliver multiple measures in a timely and efficient way. As a result, costs can escalate and the number of treated properties has to be reduced.

We help clients to avoid such problems.

From the earliest possible stage, we gather our stakeholders and adopt a shared approach to project planning, design, delivery, reporting and problem-solving. We work as a genuine team; a challenge faced by one partner is quickly shared by all.

We also agree, define and maintain clear channels of communications. We agree these at the outset with all stakeholders, and create secure, cloud-based data-sharing platforms so all parties have live access to project data and other information necessary for effective project management and cost-control.

Defining roles and accountability is also important, and strict quality controls are essential for ensuring excellent service. Maintaining those controls demands that we work to a defined plan but, importantly, that cannot be “our” plan alone as principal contractor. It must be aligned with client and stakeholder requirements and that, in turn, demands immediate multi-party collaboration.

Working closely with the Client / Retrofit Assessor / Retrofit Designer / Retrofit Coordinator, we take responsibility for communication at all stages: pre-installation to completion and aftercare.

Planning / Mobilisation

A shared focus on planning, and real clarity on roles and communications all help us to mobilise quickly.

We minimise disruption and project delays through early engagement with planners, and by appointing project stakeholders as early as possible. Through collaborative working, we manage a flexible delivery programme, identifying ‘challenging’ properties at the outset, holding early discussions with utility companies, and reviewing DNO applications etc. to shorten lead-times and minimise potential delays.

This is all linked to the delivery of an early and extensive on-going resident engagement plan to help projects mobilise.

The early design input of key suppliers (e.g. for external wall insulation, doors/windows, and other low-carbon measures) is essential for securing planning consents and maximising funding opportunities for our clients. Our process therefore begins by gathering key stakeholders and the client, pre-commencement, to:

  • Address planning/design issues
  • Agree KPIs, project/PAS outputs and related processes
  • Agree quality metrics and reporting mechanisms

At the assessment/pre-installation stage, we organise stakeholder ‘design & technical’ meetings. They are held at project inception, and then weekly, most of them usually held on-site. These meetings help us to ensure that issues are resolved, and designs approved in industry-leading timeframes, typically within weeks of project inception.

Resident Engagement

Decarbonisation and associated works, together with the individual surveys/assessments required under PAS, can feel intrusive from a resident perspective. Many clients and contractors have tended to underestimate the extent to which such works can disrupt resident routines and lead to risks such as access-refusals and extended project timeframes.

As a specialist in this field, we have long recognised that the initial engagement process is critical to a project’s success; to speed of mobilisation, timely delivery, property access and customer satisfaction.

We seek to address householders’ concerns from the very earliest stage. We do this in a structured way, according to a project-specific communication plan, our ‘Customer Journey’, and bespoke household engagement plans.

Our qualified resident-engagement teams develop household-specific engagement plans that are dynamic, adaptable and aligned to PAS2035. Moreover, we always take a proactive, personal approach to engagement, rather than relying standard letters, emails and literature. Most importantly, we induct residents within their own homes.

We spend time understanding their specific needs, identifying vulnerabilities, explaining the planned works, and detailing how each stage will affect them. Crucially, we also ensure that residents understand the benefits of their energy efficiency measures and how to make the most of them.

This all helps to preserve a genuine sense of involvement, and enables us to work flexibly, accommodating any special circumstances. It also ensures that residents can derive maximal value from the measures.

Best Practice and Quality Control

We have developed a PAS-specific supplier partnership network to support projects. Access to invaluable technical expertise at the design and planning stages invariably allows us to mobilise projects more quickly. This minimises the risks of project delays or of certain measures being removed from the programme as planned improvements.

Our supply chain partners make other important contributions to quality and best practice. Our quality-control procedures require staged checks by multiple stakeholders against defined project/PAS standards. For example, before client-handover, any newly-installed energy efficiency measure (EEM) is reviewed by our site management, EEM supplier and/or installer, and Retrofit Coordinator. This multi-party oversight has been key to maintaining our 100% handover success-rate.

Our primary role is as a PAS 2035 service provider and principal contractor. Equally, as an accredited PAS EEM installer we have invested heavily in PAS-related training within our workforce, management teams and supply chain.

This also includes in-house expertise in Retrofit Assessor and Coordinator roles, providing us with a clear understanding of the work, processes, priorities and requirements of the independent Assessors and Coordinators that we use. This drives best value for the client and residents alike, and effectively provides us with an additional tier of quality control.

Our History with PAS

Long before the introduction of the PAS 2030 and PAS 2035 standards, we had been working to similar principles and campaigning for precisely the sorts of changes that they subsequently introduced. In particular:

  • For public funding mechanisms to support and encourage the installation of energy efficiency measures on a whole-house, multi-measure basis;
  • For schemes to be funded, designed and delivered at scale, in order to yield valuable efficiencies and cost-savings;
  • For works to be prioritised according to the benefits that they deliver to households;
  • For works to be tailored according to individual property requirements;
  • For some mechanism, accreditation or ‘badge’ to give householders confidence that their chosen contractor is suitably qualified and committed to meeting certain minimum standards.

Back in 2016, having already adopted quality-focused procedures that drove us in this direction, we managed a scheme that was highlighted as an example of industry best practice in the influential “Each Home Counts” report by Dr Peter Bonfield. The report gave particular emphasis to the importance of early stakeholder collaboration, effective resident engagement and channels of communication that delivered greater certainty on risks, timescales and cost.

Over the following years, we have refined and improved our systems and procedures, and our schemes continue to feature in best-practice reports and fact-finding visits by bodies such as BEIS, Trustmark and the Retrofit Accelerator.

Decarbonisation Turnkey Provider

Working on behalf of social housing providers, private landlords and owner-occupiers, we manage large-scale energy efficiency and decarbonisation projects featuring single and mixed-tenure properties. They include building fabric improvements, low-carbon heating systems, microgeneration systems and planned maintenance.

Project Management

We manage residential energy efficiency projects, whole-house retrofits and decarbonisation schemes funded by the Department for Energy Security and Net Zero (DESNZ) and utility companies.

We plan and deliver projects of all sizes, including the improvement of multi-tenure properties and high-rise buildings.

Our quality-focused project management has earned us citations in influential government-funded reports, and a number of our schemes have been visited by DESNZ, National Housing Federation, and other organisations, highlighted as examples of industry best practice.

Funding Management

Our knowledge of project funding is extensive. We work with all major funding streams and have close working relationships with clients, regional energy hubs, energy efficiency consortia and nationwide framework providers. This helps us to secure funding, achieve compliance and meet scheme requirements.

Our decarbonisation funding services:

  • Offer early-stage advice and support for funding application bids.
  • Enhance our clients’ ability to claim and utilise funding. (This includes ensuring timely delivery to hit deadlines and maximise the use of available funding.)
  • Plan and manage projects that use blended funding (i.e. for social and private dwellings) to maximise the local adoption of energy efficiency measures.
  • Offer affordable private-finance options that make retrofit installations more affordable for ‘able-to-pay’ households while also maximising the use of national/regional funding. Featuring phased payments and low-cost/’green’ borrowing, the solution encourages the take-up of energy efficiency measures while we are delivering publicly-funded retrofit schemes in the same area.

Whole-house Retrofit

We review and advise on planned maintenance programmes, as well as proposed energy efficiency improvements, to maximise funding for making multi-measure and associated improvements as part of a whole house retrofit.

Delivering multiple measures concurrently provides clients with economies of scale and other efficiencies. It also delivers better, more coherently planned energy efficiency solutions for households, and with much less disruption overall.

Working to the recommended fabric-first approach, we manage projects involving all manner of decarbonisation solutions. They will vary according to each property’s age, archetype and condition. In accordance with Trustmark guidance, retrofit measures are designed and installed on the basis of property-by-property surveys and assessments.

Asset Management

Being so closely involved with our clients’ housing stock affords us the opportunity to serve a valuable property management function.

Understanding the stock from an energy efficiency perspective, we can take a lead on asset management, reporting on the condition of properties, recommending the measures they require, and helping to inform decisions about planned maintenance and ‘future proofing.’

By giving our clients a better understanding of their properties’ maintenance needs, compliance status and energy efficiency ratings, we can help them to plan and combine works for maximal effect and minimal disruption.

Delivering at Scale

At SBS, we have considerable experience of planning large-scale, multi-measure schemes. On many schemes, we can achieve further economies of scale by:

  • Working on a mixed-tenure basis, offering the same retrofit measures to private homeowners while we are delivering funded works in the area.
  • Working on a blended funding basis, combining funding for retrofit works to social and private housing simultaneously.
  • Developing new financial products that make retrofit works more affordable for ‘able to pay’ homeowners;
  • Scheduling retrofit works to be carried out in conjunction with a client’s planned maintenance works.

Public funding is increasingly prioritising schemes that take a fabric-first approach and are delivered at scale. Installing multiple measures to larger numbers of properties in the same area yields important efficiency savings on a host of costs: planning and administration, labour, transport, access, warehousing and many other elements. These savings mean that social providers can stretch their budgets further and assist households in greater numbers.

Working at scale also tends to entail much less overall disruption to residents than when individual measures must be planned and installed separately.

The following sections explain our experience of delivering PAS-compliant projects at scale, and the results that this typically yields for our clients.

Mixed-Tenure Schemes

Our innovative, area-based approach seeks to maximise the impact of client budgets and to encourage the wider adoption of energy-saving measures.

On publicly-funded social housing projects, we make special efforts to offer the same work and measures to local, privately-owned homes and rented properties. It is obviously less costly to deliver works when we already have operatives, materials, plant and vehicles in the area so it makes sense to enable private householders and tenants to benefit from these economies of scale.

We take responsibility for marketing and property acquisition, and have a long and successful track record of engaging with private homeowners.

Typically, on client-funded schemes, we have been able to extend the take-up of retrofit measures by approximately 25% as a result of this proactive, mixed-tenure approach. This equates to hundreds more households that have seen lower energy bills, and communities that have seen important reductions in carbon emissions and fuel-poverty.

Blended Funding

Delivering mixed-tenure schemes successfully also demands the effective use of funding. Fortunately, we have considerable expertise in helping clients to bid for and maximise blended funding.

For example, on some schemes we have secured SHDF funding for works to social housing, while simultaneously applying LAD3 funding to part-fund the cost of retrofitting similar measures to neighbouring private homes. In some cases, we have been able to do this at scale, working in communities across multiple towns and villages in the same local authority area.

On such schemes, we take responsibility for property-acquisition and the whole delivery process, from managing an intensive, multi-community marketing campaign to post-installation aftercare. Delivering them concurrently minimises costs and enables additional properties to be completed.

We are adept at managing large, mixed-tenure schemes and, in the near future, will be drawing upon funding from SDHF, ECO4, ECO+ and HUG2. In all cases, we will identify the best funding solution for each individual dwelling, household and wider area.

Private Finance

In some cases, private homeowners are deemed to be ‘able to pay’ for retrofit improvements but cashflow constraints may deter them from making relatively large ‘one-off’ investments. We therefore work with a fintech company to help make retrofit installations more affordable. The result has been an innovative financial product that features low-cost borrowing and phased payments, and which can be used in tandem with national and regional funding sources. The solution has been submitted to the Green Home Finance Accelerator (GHFA) competition.

Planned Maintenance

We can take a lead on asset management, undertaking stock audits and planned maintenance reviews on many projects. Economies of scale and aligned energy efficiency retrofit works match clients’ planned maintenance programmes wherever feasible. This yields appreciable cost-savings and time-efficiencies, and ensure that budgets are spent where they will achieve the greatest positive impacts.

We are the principal management contractor on numerous decarbonisation programmes across the UK, some worth tens of millions of pounds.

We’re delivering most of that work for well-established social housing providers, much of it procured through national frameworks.

However, we always seek to extend the benefits of publicly-funded decarbonisation schemes. Consequently, while we are working in an area, we will make strenuous efforts to promote the same works to private householders so that they can benefit from the resulting economies of scale. Through this approach, and by blending funding sources, we can reduce homeowners’ costs, remove more barriers to affordability, and enable many more families to enjoy warmer, safer and more comfortable living conditions.
