Our response to Warm Homes Plan commitment in Government Spending Review
We welcome the reaffirmation of the £13.2 billion Warm Homes Plan in the government’s recent Spending Review, which sends a clear message about the continued importance of retrofit in tackling the UK’s housing, energy and climate challenges.
While retrofit may not have featured prominently in this week’s announcements, the plan’s inclusion provides vital funding certainty for a sector that plays a critical role in reducing household bills, supporting green jobs and improving the quality of homes across the country.
A step forward for long-term delivery
Our chair and owner, Derek Horrocks, who also chairs the National Home Decarbonisation Group (NHDG) and the National Insulation Association (NIA), welcomed the news and described it as a positive signal to the supply chain and wider industry.
He said that the Warm Homes Plan gives the long-term backing the sector has been calling for and allows organisations to plan and deliver at scale. He also highlighted how millions of homes are now set to benefit from essential energy efficiency upgrades, such as insulation, heat pumps and solar panels, with the potential to reduce energy bills by around £600 per year.
A clear focus on people and place
Derek also noted that while the Spending Review spotlighted new-build social housing, the Warm Homes Plan reflects a broader ambition to improve the lives of people living in existing homes. He pointed to a growing recognition across government that affordability, access and quality must remain at the heart of housing policy.
He said that bringing these priorities together under a shared vision is key to delivering long-term change and that retrofit has a crucial role to play in realising those outcomes.
Clarity now needed on next steps
Although the Spending Review provides welcome reassurance, full details of the Warm Homes Plan are not expected until October. Derek called for a clear and timely implementation plan to follow, enabling the industry to deliver at pace and continue building capacity across the UK.
He added that the retrofit industry stands ready to scale up and that the government’s commitment provides the momentum needed to go further and faster.
