In January 2022, SBS received written confirmation that its bid for Lot 1 of the £750m Fusion 21 Decarbonisation Framework had been successful.

Lot 1 is titled ‘Whole House Decarbonisation,’ and, in all, it could be worth up to £500 million. It will fund whole-house retrofit solutions including insulation, ventilation, renewable energy and associated general improvement works. More specifically, these measures are likely to include:

  • Solid wall insulation
  • Cavity insulation
  • Loft insulation
  • Room-in-roof insulation
  • Under-floor insulation
  • Draught-proofing and airtightness improvements
  • Ventilation systems and MVHR
  • Renewable energy systems:
    •  solar photovoltaics
    •  battery storage systems
    •  air/ground source heating
    •  heat networks
    •  solar thermal systems and heating controls
  • Energy metering and monitoring
  • Whole house refurbishment works (both internal and external components)
  • Roofing, facias and soffits
  • Replacement windows and doors
  • Kitchen and bathroom replacements

Lot 1 will cover a range of residential properties including conventional dwellings, sheltered accommodation and mixed-use developments. It will also be applicable to private sector housing schemes delivered by local authorities. The majority of the homes will be occupied.

All work will be delivered in accordance with the demands of PAS2035, which means, amongst other things, that it will follow detailed design and planning, and retrofit coordination work. In order to be able to bid for the work SBS had to demonstrate Trustmark registration and accreditation to PAS2035:2019.

Commencing in February 2022, the framework will run for three years with the possibility of one year’s extension.

“We’re very pleased to be continuing our relationship with Fusion 21,” said company director Gary Lawson. “We first secured a place on one of the client’s energy efficiency frameworks back in 2011 and since then we’ve delivered a whole host of improvements to homes across Britain.

“We’ve delivered many whole-house decarbonisation and multi-measure energy efficiency projects across the UK, and we’re currently on-site with others. Right now, for example, we’re working across multiple locations in Midlands, for various social housing providers, on Social Housing Decarbonisation Funded schemes, and we are about to commence work in North Wales on another multi-measure energy efficiency project. We have built up considerable experience of this kind of work, and although PAS2035 has certainly introduced new priorities and approaches, we’ve readily embraced them and we’re making them work.”
